UTILITY ASSISTANCE
Programs may be available to help eligible Colorado households with heating costs, past-due energy bills, energy emergencies, and other utility-related needs.
Colorado Low-Income Energy Assistance Program — LEAP
Colorado’s federally funded seasonal program that helps eligible households with a portion of their winter home-heating costs. The 2026–2027 LEAP season begins November 1, 2026. Applications are generally accepted during the November-through-April LEAP season.

FREE CELL PHONES & COMMUNICATION ASSISTANCE
The federal Lifeline Assistance Program helps eligible low-income individuals and families obtain free or discounted phone and internet services. Individuals receiving Medicaid, SNAP, SSI, or other qualifying benefits may be eligible. Services, phone availability, and enrollment requirements vary by provider.
